Asked about the development of the East Plano Islamic Center or EPIC Lt. Deaton revealed that the new development slated for County land outside of Dallas is in his view the next phase of an already functional sharia-law-based system in the state.
“EPIC City. Keep in mind that EPIC is an acronym for East Plano Islamic center, which already exists,” he began. “So there's about 74 homes right there next to a massive mosque in East Plano, but EPIC city is an expansion of the existing platform. Epic city would be about 400 acres, with approximately 1000 homes, again, a massive mosque mixed-use development and the big fear that many people have is that."
“It's actually an exclusionary zone,” Deaton told Levin, “its own autonomous exclusionary zone out in an unincorporated area of the county. And most people believe based on their promotional materials that it would be for Muslim-Only members. Muslim only residents, and it would eventually be sort of a reflection of the existing thing that we have in East Plano.”

Levin asked, “my reading is that it would use exclusively sharia law. Not Texas law, not local law, not American law. Is that what you're hearing too?”
He answered, “Well, that's what I'm hearing. There's a lot of there's a lot of talk about that. Of course, and they deny that they've denied that publicly and they deny it through their attorney.“
“However, I believe any reasonable person who's seen their promotional materials might think otherwise, especially because on their current footprint, they have a office that is devoted to financing. That is sharia compliant, the UIF corporation exists that has an office at the current East Plano Islamic center and keep in mind that one of their past President is the co-founder of The Yaqeen Institute for Islamic Research. And that organization is very, very serious about making sure that sharia has a seat at the table when it comes to reimagining Islam in the west. So these fears are certainly founded.”

As reported by The RAIR Foundation, the UIF Corporation is a Sharia-compliant finance firm operating on-site in Plano enclave, reportedly under the guidance of a Sharia Supervisory Board.
According to the Foundation, Deaton has previously offered testimony at before Collin County leaders warning that the EPIC enclave in Plano has functioned for over a decade with de facto religious gatekeeping and under sharia-based finance. Speaking to Levin he stated that “most people believe, based on the materials and their current practices in Plano, that EPIC City would be Muslim-only,” Deaton told Levin. “This is a replication of what already exists.”
“This is the disuniting of America,” Levin warned. “Assimilation is out. Parallel Islamic societies are in. And it’s dangerous,” with Deaton noting “You’re not imagining this. It’s happening.”
